There is a greater need to foster a dynamic private sector and create employment. In this context, Bhutan has recently embarked on a strategy to develop a business infrastructure policy. This is mainly focused on establishing four industrial parks to jump-start investment and developing the management arrangements.
There are several lessons that can be learned from both international and Bhutanese experience about industrial parks. First, a Government team will need to be the single window for all investors and have expertise in communicating with potential investors, investment promotion, legal arrangements, and aftercare services.
In order for the parks to be successful, it will be paramount for the Government of Bhutan to focus on four key areas. First, it will be important to develop the proper industrial infrastructure and governance arrangements and clear management structure of the parks, working with a dedicated Government team.
